It looks like I can choose either the Android Device Manager or Webroot SecureAnywhere as the Device Administrator. I would like to know how the two compare. Why should I choose (or not) Webroot over the Android Device Manager?

It's not so much that you must choose between the two. Webroot simply needs access as a device administrator to perform such functions as locating, locking or wiping clean your phone. If you choose NOT to allow Webroot access then those functions will be unavailable to you (they won't work).

I appreciate the response but must not have been clear enough.
Since I am unable to make Webroot a device administrator, I assume that the reason is that Android is already selected. Are you saying that I do not have to unselect Android to make Webroot the administrator? If that is not what you are saying, then why can't I make Webroot the administrator? If I do need to unselect Android to make Webroot the administrator, isn't that making a choice?
To be clear: I am asking asking for a comparison of Android vs Webroot as device administrator. What are the advantages and disadvantages? Or are they both about the same?
Also, should I assume that my Android tablet does not need to be turned on in order to gain remote access?

I apologize as it was me that was unclear. I was trying to answer your question without my phone in front of me and was going from memory (which can be hit or miss when you reach my age).
When it comes to the Device Administrator as it pertains to Webroot, the two choices only affect the way in which you can lock, locate, ring (scream), wipe, etc. your phone. It can be handled by Android using the Android Device Manager website, or the Device Manager App from Google Play. Or it can be handled by Webroot, using the Web Console.
You said you are unable to select Webroot. I don't know why this is. I can select either, both, or neither. (I'm using the "Free" version from Play.) Be sure you are downloading the correct version of the Webroot App.
Maybe try to uninstall/reinstall the app. If you can't choose Webroot as Dev Admin.

- Lock with Custom Message
- Locate
- Wipe/Erase (Complete & Premium versions only)
- SIM Card Lock - Locks phone if SIM card is removed (Complete & Premium versions only)
