CPU is outdated and underpowered?

Webroot suggests that my CPU is outdated and underpowered. How can I remedy this without purchasing a new computer?

    This means that the CPU you are using is struggling to run the programs on your computer.

    The only way to fix this is to either upgrade the CPU (Much easier in a desktop computer) or to purchase a newer machine.
