How do I make Webroot my security program of choice in Windows 10?

Can you please do a clean reinstall of WSA and Please follow the steps closely!
 

• Make sure you have a copy of your 20 Character Alphanumeric Keycode! Example: SA69-AAAA-A783-DE78-XXXX
• KEEP the computer online for Uninstall and Reinstall to make sure it works correctly
• Download a Copy Here (Best Buy Subscription PC users click HERE)
• Uninstall WSA and Reboot
• Install with the new installer, enter your Keycode and don't import any settings if asked to as you can set it up as you like once it's done
• Let it finish it's install scan
• Reboot once again

Please let us know if that resolves your issue?

I had the same problem when I upgraded to Windows 10, especially the very confusing fact that it appears that one cannot switch off Windows Defender so as to 'promote' WSA to being prime protection. And what I eventually foudnwas that Windows Defneder was in fact already switched off and that was the reason for the greyed out controls.
 
So I suspect that from what you are saying yo are in the same position as I was.  So to check this is what you should do:
 
That WSA is active:
 
Check to see if the WSA notificaiton tray icon is present ('W' in a circle which should be Green).  It may or may not be hidden by default so you may need to go into Settings > Notifications and make a changes there to get it to display, or just click on the Up Arrow in the notificaiton area to see if it is hidding there. If so then WSA is active and protecting you r system.
 
That Windows Defender is NOT active:
 
As I said before Windows 10 will automatically disable Windows Defender if you install another anti-malware program. Open the Windows Defender settings pane and click the “Use Windows Defender” link and you should see

which will be your confirmation that Defender is 'Off'.
 
To check things, as it says in the panel, user 'Security & Maintenance' to check on WSA's status which we know is active from the step above.
 
So, at this point , (i) you should be well protected by WSA, once you have made sure that you have the WSA icon in the notification area and that it is 'Green', with (ii) Windows Defender off...even though Windows 10 would be seeming, from the greyed out options which are showing them in the 'On' position, to be not allowing to switch it off.
