Windows does offer features such as this that are built into the operating system.
You can find the Parental Control settings in the control panel.
EDITED: Webroot does not offer a program that can be used for parental controls.

Welcome to the Community Forums.
If I may just add that the Webroot Filtering Extension will display a Webroot Blocking Page when it finds that an inappropriate site is about to be visited, and whilst once can unblock and continue the action is logged, so to speak, by WSA as it enters the site url in a locally stored whitelist which one can access and check.
Therefore, you would have a way, if required, of checking on what sites that have been visited had to be first unblocked, etc.
Not that elegant but can be used as a parental control of sorts, if one does install and use a specialist software app..
