I can not delete spam because webroot blocks me even though I have not opened any spam

It would be extremely useful if you would provide some further information as to the issue, such as are you using an email client and if so then which one, if not or using web mail then with which browser or browsers you are trying to carry out the spam related actions, etc.
Also, would you give us some indication of exactly what WSA does when it blocks you, i.e., how do you know that there is a block, etc.
