can't load webroot complete on iphone 6s

Welcome to the Community Forums.
That is quite normal as Webroot does not produce a version of WSA for the iPhone. The iOS apps that Webroot does have are not anti-virus applications. So you would not be using a Complete Keycode or installer for your iPhone.

- Tap Free, then tap Install to download the app.
- Once installed, tap SecureWeb to launch the app.
- We recommend using the SecureWeb browser whenever you browse, shop, or bank online. Enter a website address to begin browsing.
- Download and install the SecureWeb app from iTunes at:

- Enter your Apple ID password.
The SecureWeb app opens and installs on your device. When you log out, you will see the following icon on your Home panel: http://www.webrootmobile.com/help/install/icon72px_SecureWeb.gif. Tap this icon to re-open the app.
- To access Password Management functions, tap the key icon in the SecureWeb toolbar: http://www.webrootmobile.com/help/install/Key_off.gif. Enter your SecureAnywhere user name and password. This is the same login that you use to access your Webroot account at my.webrootanywhere.com.
When SecureWeb validates your Webroot credentials, a green checkmark appears above the key icon:

- Enter your Apple ID password.

Yes, after a fashion...but again Webroot have provided a set of similar apps for the Android world. Please take a look at this KB Article for information on which versions are available, which you are entitled to use depending on the PC/Mac subscription & where to get them from.
Once you have decided which version you need there is information on how to install the free versions (HERE) & the paid for version (HERE).
