cannot get internet explorer to run nor will it install, als system restore will not work

 
Welcome andruhunter to Webroot forum. I reference to your IE problem my first question do you have another browser you can go on the web? If you do here is a direct link to Microsoft support for their "Fix". It appears you have corrupted files and the fix should trouble shoot your problem.

If the fix does not work go to https://www.microsoft.com/en-us/download/internet-explorer-11-for-windows-7-details.aspx

 

You can download IE again and install over your existing browser.

You can also try:

The sfc /scannow command (System File Checker) scans the integrity of all protected Windows 7 system files and replaces incorrect corrupted, changed/modified, or damaged versions with the correct versions if possible.

 


  1. Click Start, click All Programs, and then click Accessories.

  2. Right-click Command prompt, and then click Run as administrator.

  3. If the User Account Control dialog box appears, confirm that the action it displays is what you want, and then click Continue.

  4. In the elevated command prompt, type sfc /scannow
