My computer will not let me open a PDF file, or download it. It is getting frustrating. It keeps telling me that my settings are not correct to complete the download. What do I need to do to change this?

Let's try this:
On your computer, go to Control Panel --> Programs --> Default Programs --> Set Default Programs
Click on "Adobe Reader" or "Adobe Acrobat" (or whatever program you use to read .pdf files) and then click "Set this program as default"
Close the window and try opening your file again. If that does not work, let us know exactly what the message is when you try to open the file, and from where you are trying to open it from, such as a link on an Outlook email message.
