4) Downloaded and reran the uninstall until from the WR website

Q: How do I remove ALL remnants of WR so I can gain back control of my PC?

Hello Mjchip,
Welcome to the Webroot Community,
If I may add to Cobraz excellent advise just make sure that when you run the command line that you do so from a command prompt with elevated rights, 'Run as administrator'.
EDITED: Also you can see this KB Article that covers this situation as Cobraz has stated.
